When I get to the end of the text in a note, I probably do note stop right away and keep scrolling. And then the whole view is going to move down.

Hi there, thanks for the feedback!
This is a hard gesture to get right, because we also support using scrolling to pan the view around - which is really important for trackpads.
Your post gave me an idea though - we might be able to capture scrolling within notes, but ignore it if the scroll is already "committed to" panning the view. So if you start scrolling over the note, you're locked in there - but if you start scrolling anywhere else, you're locked to panning the view. I think that would be an intuitive experience.
I'm prototyping the change now, if it works expect to see it soon!
